Borough gets first look at letter to Locke Article published on Friday, May 29th, 2009 By DREW HERMAN Mirror Writer The Kodiak Island Borough Assembly got a first look Thursday at a letter to the U.S. secretary of commerce drafted by assembly member Sue Jeffrey — and an earful from 17 citizens about the letter’s message concerning Gulf of Alaska (GOA) cod fishing. Most of the citizens who talked about the letter during the assembly work session said they support asking Commerce Secretary Gary Locke to stop a limited license program (LLP) adopted in April by the North Pacific Fishery Management Council. But Jeffrey explained she drafted the letter because analysis of the program’s social and economic possible effects, posted on NPFMC’s Website, looked inadequate.
